CLEON Conferences & Communications in cooperation with European Innovation Solutions (ex Euroconsultantsis organizing the

DEFENCE FOR GROWTH FORUM, under of the Auspices:

Ministry of National Defence

Hellenic Centre for Defence Innovation (HCDI)

and Hellenic Aerospace Security & Defense Industries Group (HASDIG).

The forum will take place on Thursday, October 30, 2025, at the Divani Caravel Hotel in Athens

The Geopolitical developments in the European territory have triggered a series of European and National actions for advancing the defence readiness level of Europe as well as for increasing its autonomy in defence technologies and armament production. With the ReArm program for the rearmament of Europe injecting €800 billion into the Defence sector, and the recently announced Greek armament programs worth €28 billion, the defence and security market in which these companies operate is currently experiencing its own "big bang." The target for domestic defence industry is to reach a local added value of at least 25% of the €28 billion worth of defence procurement planned for the next 12 years (up to the end of 2036).In addition the proposed by the European Commission midterm review for the Structural funds, provides for financing of defence technologies capacity and development even during the current programming period (ESPA 2021-2027).

Naturally, the major domestic defence industries—whether state-owned (such as Hellenic Aerospace Industry and Hellenic Defence Systems) or private—will play a significant role in shaping how production capabilities develop. However the magnitude of development and production effort to implement such a National defence procurement program as well as to contribute to the European challenges is quite bigger than what the existing ecosystem can offer. There will be a need and opportunities for enterprises and tech development groups that have capacities and excellence in technologies that are characterized dual use to participate in this effort. This is why the Ministry of National Defence has developed a program and mechanisms like ELKAK, designed to more easily involve companies and tech groups projects that have the potential to mature more quickly.

The scope of the Forum is to present to interested parties the state of play in the sector, and to give podium to stakeholders to present current programs, capacities, challenges as well as a platform for exploring cooperation opportunities.
